Streamline refinancing of under water properties in a way that does not cost the tax payer any money, and helps the homeowner reduce his monthly payment. offer the foreclosed properties to tenants with an option to buy clause, this will reduce the excess inventory in the market. Put a levy on anyone who damages the property due to foreclosure by authorizing the government wage garnishment rights.
